That’s actually the new HTML5 doctype. Or, at least, I first came across this short doctype in connection to HTML5.

sorry, but this is useless since this is not valid markup.
The w3c markup validator reports an error with the description:
“no internal or external document type declaration subset; will parse without validation.”
