You can consider excluding IE8 from the MHTML way, since it supports data: URIs

OK, that is pretty ridiculous. Nicely done. I presume this sort of data can’t be dynamically generated via JS, but never say never.

Unfortunately, IE8 does not render data: URIs if its size is greater than 4K, so I ended up with MHTML for all IEs.

IE is not being buggy when it strips characters following equals signs, as you claim in your comment. You’ve told it you’re using quoted-printable when you’re not.
